I have the honour to inform you that an
application, of which I enclose a copy, has been received from Mr. Heathcote, Senior Clerk in the Audit Department, for a special gratuity in view of the extra work which he has had to perform since last April.
2.
I am satisfied that Mr. Heathcote has had to
work very long hours sometimes till quite late at night owing to
four Chinese clerks being ill, and I recommend that he should be
granted a gratuity equal to one month's salary, £22.
3.
The Auditor reports that Mr. Dallin, the 1st.
Assistant Auditor, has also had to work extra time in order to
prevent the work in the office falling into arrears. Mr. Dallin for
some months was in charge of the office as the Auditor was on inspection duty at Weihaiwei and elsewhere. He has worked well in somewhat trying circumstances, and in the earlier months of the year worked with Mr. Heathcote till late at night. I recommend that he
should receive a gratuity of g150.

The sums which I have recommended can be paid out of the departmental vote on which there is a large saving, and if you approve I should be glad to know by telegraph in order that
